I don't use Twitter either, but they are for searches and for trending topics. So if you go #thedarkknightrises people can search for your tweet and find it. And if enough people use the same hashtag it will be in the list of trending topics. Trending topics show people what is popular, and if people are trying to raise awareness about something then it's helpful to hashtag it to get it trending. #findthegirlwhowaskidnappedohno! I have never even been on twitter.com or whatever the twitter url is, so I don't know how accurate this info is. But I love answering questions (and I've been suspended from Yahoo! Answers, sadly).
Yes, you're right. It's useful for creating a topic forum such as #QandA ; or to see who else is talking about the game when the #AFL is on. Some people use them ironically #superfluousexplanation I agree they should only be used on twitter though. Super irritating to read around otherwise...

My friend used to do that. Then, whenever he sent me something hashtagged, I'd reply with #thisisnottwitter. He stopped pretty quick.
