Ok, did you keep asking and asking if she was ready until she decided to do this to make you happy? Or did she decide on her own that it was time, but was still too self conscious to actually be seen naked? Have you done anything to reassure her that she has nothing to worry about, or assumed that her self-esteem wasn't as bad as it clearly is? I kinda hope you didn't actually take up on her offer with the swimsuit on, as I can't help but think it would only make her self-esteem worse. But then again, I can see refusing also making it worse if you didn't do it carefully. What you need to do is talk to her, properly, and help build up her confidence so that she sees what you see. It might take time, but it'd be better for both of you that way.
