As I also live in the Netherlands I can confirm that this a very 'Dutch' thing to do and I'm sadly not surprised

Maybe the cashier was just trying to say you look good with or without make up and they just didn't brush up on their thoughts.

I really hope you're being sarcastic. It's very easy to decide whether or not someone is being rude when you're in the situation. Also he said "not enough makeup in the world" not "you don't need it". Sorry OP, FYL.
