The fact that 3 minutes is ridculously short is actually kind of irrelevant. The real issue is he made up a rule in his head and then punished the OP for not being a mind reader. Moreover switching the water off rather than just knocking on the door or asking to discuss shower lengths is bizarre. Talk to your mum before this power trip gets any worse (though remain rational and calm "it was weird [step-dad] shut off the water after 3 minutes even though he never said that was a rule"). Even if your mum backs him up: watch this guy this may be the start of controlling and abusive behaviour.
