Well, he obviously wasn't making her happy at that point. The truth is, it's not very nice being proposed to at a fast-food joint. If a guy is going out of his way to propose to her in a public place, he should at least make it somewhere special. It doesn't even have to be at a restaurant; it could be at a park or something.
