The Police are not going to do anything without proof that a crime has been committed. We all know what old Pervy is up to. Still, the cops are not going to help. Visual security in the form of blinds or shades and curtains is the best bet. Also, people need to be aware of their neighbors and not ignore behavior like this. Informing other neighbors, in some way, is the responsible thing.
