Your brother isn't a prankster, he's a psychopath. He needs to be locked up in a looney bin or a jail. Rinse your eyes under running water for at least 15 minutes in each eye.

Oddly enough, I find myself agreeing with you. OP, depending on your brother's age and mental capacity, charge him with assault with intent to do bodily harm. You're lucky you didn't lose your vision with a prank like that. Also, be sure to see a doctor if you haven't already. Eyeballs are not to be messed with.

Take apart his shower head, and hide a clear hard lifesaver candy in there. When he turns on the hot water, the candy will melt and leave a sticky residue all over his hair. Or feed him chocolate laxatives, remove all the lights from his bathroom, and put icy-hot on the toilet seat. He needs to pay for what he did to you. Messing around with someone's vision is not okay at all.
