There's a difference between saying not to flash in public and saying to recognise the consequences if someone does. She flashed in public therefore she should've expected others (that weren't her bf) to see her. Also, is Mardi Gras the same thing as Spring Break in the US? Because I thought Mardi Gras was French for Shrove Tuesday, and I don't have a clue what that has to do with indecent exposure... But if it's a Spring Break style thing, it makes sense.
