I know it's only because they want people to be safe but it also seems as if they are encouraging it. 14 is not the age to be having sex!

14 really is young to be having sex, but if they want to do it they will with or without the condom. It's better to give them access to them rather than withholding them, hoping it will stop them from having sex.
