One each

Today, my girlfriend was in the back seat of a car with one of my friends when she got sick and puked all over one of his dress shoes. My friend then asked me to replace his shoes, since she is technically unemployed and couldn't pay him back. We eventually agreed that I would pay for one shoe. FML

....why are you involved at all? Whether your GF has a job/money is irrelevant. The bigger question is why your friend seems to think that you have a financial responsibility for someone else's mistake. Does your friend contribute to your car maintenance expenses because he gets rides in your car?

Don't get me wrong, it's super sweet of you to help your GF out, but it's not something that you HAVE to do nor should it be something that you're EXPECTED to do. (which it sounds like). Do or don't do, but be clear on why you're doing it.

It’s not impossible to clean shoes, right? He doesn’t need to buy new ones. This could easily and cheaply remedied by offering to clean the shoes

You drive a hard bargain!

Unless your friend can find an exact match for the unpuked-on shoe, he's going to have to buy a pair.

I wonder how your driving factored into the pukage. A further look into this matter could put you on the hook for much more.
