I might be up to the challenge here... Well first of all, was the picture a picture of you posing or walking? Because if you were walking then he Is a stalker because he took the picture when you did not know, but if you're standing there then maybe you know him and just forgot who he was. Either way that is so creepy. ... I think that's about it, much more readable

If he has a smart phone and they are by any chance facebook friends, and she has her number attached to her account, then it would be there, as her profile picture as a contact. Possibly...:)

At least on android if you have someone on facebook and you sync your contacts that would happen. Hell with facebook lately it's been adding friends of friends, or friends of friends of friends, or people you don't even know without asking for your permission.
