It's not rape because of their ages. Most states now have "Romeo & Juliet" laws to cover this exact scenario. Also, if neither parent wants to push the issue, legally, no prosecutor will file this case.

Not really. Unless they've been raised together from an early age, they won't have any kind of familial bond. It's fairly common, actually, when teens are brought to live in the same house. The disturbing thing is how young they both are. It depends on the children how they will cope with parenthood, but it will be incredibly awkward if their relationship breaks down. I hope OP manages to find a solution that fits best.
