Technically yes....but I think you're grasping at straws. I mean, technically they could be related but the sister is secretly in love with her anyway (!)...but it's far more likely that she just has a sense of humour. If it was a crotch shot then it'd be weird but boobs aren't really that big a deal to most girls.
