My boyfriend does this. He says it is because he doesn't know what else to say. Sometimes they are trying to be dicks they just need time to think up a response.

I think this needs more information and a follow up, are you sure he isn't just like quiet and not a big talker while texting, that's how my boyfriend is and we just fixed that by calling or actually seeing each other
