Actually, yes, his "irrational fear" of getting his spouse-to-be pregnant DOES give him the right to refuse to have sex. It's called consent. If she were to make him have sex despite him saying he doesn't want to, it would be rape. Which is illegal. Rather importantly, that "irrational fear" as you called it? It's a hell of a lot better than not caring, getting someone pregnant, and then leaving a child either with a single parent or in the foster system. Shit happens, any birth control can fail. And with IUDs, pregnancy can be lethal to the child AND parent, plus permanently damage or even destroy the reproductive organs of the pregnant parent.
