He can probably sell them at the place where fingernail and toenail clippings are traded along with jars of piss and bags of shit. You can keep his profits as rent!
While I don't know the overall situation/context here, there is no way I'd be letting him move in. He'd have to find a place elsewhere and prove he can actually keep it clean and respect the place before I let him move in permanently with me. That's just gross.
