You know....if this is the type of relationship where neither of you is understanding enough to just tell and/or accept the fact that you or your partner can't afford a gift, then maybe you should break up. Then grow up and be an adult. Good partners don't care if you can't buy them an expensive gift or a gift at all. Just explain. Then give her a romantic evening at home with a massage or something. She'll appreciate it.

OP never said he can't afford a gift - just that he didn't want to. If he's just being cheap and thinks this is a good way to save money, then he should dump his GF because he does not deserve her. If he's just broke then he should dump his GF because he is a coward who would rather break someone's heart than be honest about his situation and she deserves better. Either way he's a loser.
