Wow OP, you didn't know.
Ouch. But that isn't your fault. You should have stepped out with the kid who broke down and explained to him that there is no reason to cry or panic, just that class is not the appropriate time to interact with other students. That you and all his other teachers would appreciate it if during class you focused on lectures, taking notes, and class work. You're welcome to talk and make friends during downtime, but everyone is held to the same standards at school and asked to refrain from in class distractions.
You'd should've punished them together with say an after school detention. That way they can bond while ragging on you together.
Or the other kid will develop negative feelings towards the one who was trying to be his friend for landing him in trouble. 50/50 chance of it going either way
