You should definitely talk to her about it. It might be uncomfortable or awkward but at least bring it up. Maybe she doesn't realize how bad her feet smell
You obviously don't know what a good worker is. If you can't handle smelly feet so much that you can't work properly, then you're pretty bad at your job
Most people can't smell their own odours. You should definitely say something to her, but politely so that she knows that her feet have a distracting scent about them. If she won't do anything to rectify the problem, THEN you take it to management etc.

You should tell her! Maybe she doesnt realize her feet stink.
Tell HR, having no shoes on sometimes is considered a health hazard in some workplaces. Take Febreeze to work and spray her feet as soon as she takes off her shoes. She should get the hint soon enough.
Keywords
Surreptitiously spray her feet with fragrant disinfectant every time you walk past her. Soon she'll be smelling like Spring Flowers and Ocean Spray, and people will be begging her to walk around barefoot.
