Why would he be asking for spare change?

Yes, it sounds like a weird ask. Recognizing the OP as another professional, he might ask to use his phone or share his cab. Asking for spare change seems like a humiliating and inefficient way to get enough money for cab fare. Why isn't he calling the cops?
