Weren't you surprised by the gift of a collar from the person who killed your dog? You couldn't possibly have expected it!

Here's the thing, it's a dog OWNERS responsibility to keep their dog under control at ALL times. That means it's the dog OWNERS fault that his dog was in the road in the first place. No one enjoys hitting someone's dog in the road, much less the damage to their car, which the dog OWNER is responsible for. Had the dog bit someone while running loose the average settlement in a dog bite case is over $30,000. The average in a pit bull mauling is over $500,000. Dog bite settlements are NOT dischargeable in bankruptcy court (dogbitelaw.com). Your homeowners or renters insurance will at least double if not triple. If you had no insurance this will ruin you for life, you will not be able to get a loan for a car or house.

Yeah, that's one of the possible bad outcomes of letting your dog run loose. Maybe he's trying to help you be a more responsible pet owner.
