Maybe you can go to your local library or somewhere else with free wifi and send it there? And yeah, your roommate doesn't sound like a very nice person. Even though it came with this unpleasant consequence, be glad you're shot of her (hopefully).

If you still have the service at your house you just need to buy a new modem and it'll work (at least that's how it is in my area, sorry if that's not the case with you)... meanwhile you can go to the library like #1 suggested and finish your assignment there.

That's the definition of petty. Did all of you share the internet and cable bill? If so, that's unacceptable.
