Kick your dad in the balls and tell him to tell someone who cares

I am very certain that if you are a minor- which is what it sounds like- that what your father did is completely illegal in multiple ways. Next time call 911, FIRST when you are hit- as it involved a car, it becomes classified as an automobile accident. 911 operators are obligated to send someone out to investigate- in a case like this, it would probably be both police and an ambulance, as it sounds like you sustained serious injuries. In your shoes I would be very tempted to mention the neglect on your father's part to the interviewing officer.

Call the cops is what you should do first thing. They would be able to guide you through the process on how to handle this.
