I do agree that the comment was insensitive and rude but seeing how the friend chose to say it, I'm under the impression the friend was talking about really important first. Like: "My grandma died" "Yeah my arm did too"

That doesn't really sound like a friend to me, OP. I can't imagine just how bad it must feel to never use your dominant arm along with all the other complications that go with it. I wouldn't go to her for support anymore if I were you.
