To be honest I think that was a bit more polite of her and as they didn't know you it'd be a bit odd for her to sneakily give you her number that way. I don't really see anything wrong here.
Ask her out if you see her again! I can see why she might not want to leave pictures of herself in the phones of random people, but that doesn't mean it's 100% certain she wouldn't be open to a legitimate date.
