Reminds me of the parents yelling from the sidelines of a sporting event but everything they're yelling doesn't actually apply to that particular sport. - SHOOT THE PUCK INTO THE BASKET FOR THE TOUCHDOWN!

9, that's not a new phrase.
Here are a few examples:
"It was painfully obvious he had broken his ankle."
"It was painfully obvious she had broken up with him for a new beau."

The phrase, "painfully obvious," essentially means is so ridiculously obvious even a blind man would see it.

I was always under the impression it was so obvious it literally gave you a headache trying to understand how the person you are uttering that phrase to could be so moronic as to not understand what you are describing.
