You write a letter trying to explain you don't own a car, they'll probably then cite you for failing to register a vehicle. Ahhh, government at work.

If you don't have a vehicle, then how did you end up getting a parking ticket? They put the tickets on the windshield, not come and search for the owners of the vehicle while in the mall.

some cities send you a copy if its not paid, just in case someone removed the ticket before you got back. I've seen people take tickets off 3 or 4 cars in a row and toss them in the trash

That's not possible because on a ticket they have to put a license plate number on the ticket to know who the person is in their system.
