Today, I finished a fence around my house that I have been working on all week. About an hour after I finished, a water company truck pulled into my driveway. They told me they would have to take down my fence to make repairs on a water pipe. FML

Today, the maintenance workers finally came to my apartment to fix the shower-head that kept falling off the wall. I was annoyed because they had replaced it a few weeks ago and since then, it'd been a problem. They went into my bathroom, turned the shower head around, and left. FML

I think the problem is OP couldn't get a pool because of this final inspection that never happened.

Nah #20. Final inspections are done when the project is finished. It's a checklist to make sure everything is done right. He has the pool already.

Id take care when odd things like that happen. He/she may not have been a real council worker but could have been a shady character looking to get entry to your property for other reasons, or a scammer. A quick call to the council to check that they had actually just sent someone would be wise.
