If you've ever taken an introductory psychology class, you'd know that everyone masturbates, even babies (some even in the womb). It's natural and shouldn't be punished but rather explained that it's not something you do in public.

Oh, kids these days
A lot of you are giving the complete right response! Exploration of the body is completely normal. Punishing or shaming the child tells the child that their body is shameful and wrong, this could lead to serious problems down the road. The correct response would have been to tell the child that, that's something they do in their room when there alone. If it was problematic (i.e they were doing it to the point of hurting themselves, they were told to stop and the child was unable to) then, that would be cause for concern. Healthy, normal kids ********** for reasons other than sexual gratification. It's uncomfortable and honestly a bit creepy, but it's life. We learned the hard way with the "A" in "BATT"!

Wtf are parents teaching their kids. Mine are busy playing and watching cartoons. You should probally report that. Who knows whats going on at that kids house, its not the kids fault.
Kids that young should NOT be doing that. You should at least know about sex before you start to **********.
