As an HR person I sympathize. Here's what you do. Start a conversation with him talking about how worried you are that you are going to lose your job because of cutbacks and that no one is safe. Then ask him what his backup plan is because you need ideas. He will either a) get the hint or b) you'll get to hear his backup plan which may be really good. GOOD LUCK
