Keeping it in captivity removes it from the breeding pool, for an endangered species that can be a hard hit.
Ask her what the bird eats, ask her what she would have done had it gotten sick? Ask her if she had rather a stranger turn her in and possibly come to the wrong conclusion and thought she was trying to make sure it was healthy so she could sell it on the black market, which may have been a federal violation of the lacy act. Ask her if she fed the bird the wrong food and accidentally killed it how she would have felt?
