Recording someone is actually not illegal (in most states in the U.S.). You have no expectation of privacy when out in public. Someone can even take pictures of you in your own home, from outside, if your curtains are open, and that's not illegal. She could report it to management, and they can choose to do something about it if they feel its warranted. But it's not a criminal activity.
