My puppy did that for a long time; he'd wander outside and have a little run around, then come inside to pee only to go back outside again

Sounds like you need to clean out the cat box, the cat will probably use it then!

My son used to have a cat that always used the litter box.....unless I had just taken a nice warm load of laundry out of the dryer, then she would immediately run to it and do both on the warm clothes while I gathered a load to wash! :(
