she's letting him down gently.
She thought he wasn't coming back, so she decided not to try and contact him, steal his belongings, run away, and change her number. Makes sense.

Can't you find her through some mutual friends/acquaintances or something? Worst case scenario, you can call the police and tell them what happened and that you assume it was your (ex-)girlfriend, since she's disappeared too. Good luck :)

Try common friends? E-mail? Facebook? Facebook might seem like a lame idea, but it's not breaking up, you don't have to behave properly, especially since your girlfriend didn't. And it might be useful.
On the plus side you can now legally buy some pot and ease the pain!
