You can never be too cautious OP. Good for you turning them down.

Instead of just saying no, ask for a card first. If they can't produce a card then it's not real. The real ones also set up appointments after you meat them. So google the agency they tell you. Bust most of those are scams.

Yep, it's not like anyone can get a business card printed. A known ruse for serial killers, rapists and all sorts, I'd ask for a card, see if it looks reputable and if not, alert the police in case it is people who may be hurting people (as opposed to just creeps trying to hit on hot women, which I think is more likely). Never hurts to be safe.
