I remember having my first cell phone and a dozen strange people called me. It turned out the number once belonged to a roofing contractor and he suddenly vanished out of the blue and they wanted their money back. The company who gave him his phone number reused it and gave it me when I signed up with the same company. They don't do that anymore but that could have happened to OP.

story of my life last year, 80% of all phone calls I got were for Lisa Wolfe. I don't know, nor have I ever known a Lisa Wolfe. 19% out of the other 20% were from my mom. I used to impress people because whenever my phone rang before I even looked at it I would say "watch its a wrong number for some lady named Lisa Wolfe." and answer it on speakerphone. I convinced one girl I was psychic doing this. unfortunately, she was creeped out by psychics.
