Well that sucks... but still, the interviewer should realize you can't necessarily help/control your home situation during an interview. Yes you can tell people to keep it down because you're doing something important, but that doesn't mean they'll listen. The idiot in the background should have no reflection on you as a potential employee.

Having hired plenty of people over the years, I’d say it depends on the situation. If OP is interviewing for a work at home position, where they’re on the telephone or zoom meetings, all day, that would be a hard no for me
