Today, I got kicked out of university after missing/failing two exams on the same day, because I was told I could submit my family member's family emergency documents. Turns out, they didn't recognise it because of different last names. My parents never officially married, so couldn't prove it. FML

Your Birth Certificate will prove different names with hour parents. As for aunts uncles and grandparents, divorces/deaths and remarriage occur all the time. You usually get an out for immediate family and grandparents. So if the family member was aunt/uncle or cousin, the you aren't covered. For them to deny it either says the person making the decision was totally inexperienced, or the person didn't qualify for immediate family. Again, your birth certificate or even passport will prove your parents.

Almost everything is negotiable, go talk to faculty until you get the result you need.
