Seems like the OP doesn't really have qualms about her qualifications, only her short time at the company.
In a meritocracy, seniority doesn't guarantee promotions. You did well to not feel threatened by her and hire her even though she could get in the way of your ambitions. Smart companies let people who are good at their jobs stay at those jobs, rather than make them managers who could **** everything up.
Promotions are more about relationships than skills. The new girl was probably better at hanging out with leadership buying them gifts and such.
More qualified, or cheaper? Could have been an excuse to save on labor costs.
