While having the fine be for littering makes little sense, you probably broke some water usage restrictions by doing that, so YDI

The fact that this was described as a "communal plant" makes me think that this is part of a community food garden, and as such might get a sort of dispensation for water usage even during drought. I'm no lawyer, though, so I don't know all the intricacies of water restriction laws--and likely neither did OP, so all the YDIs on this one are kind of sad.

Water isn't litter. Litter builds up, water dries up. Best I can figure is they called a drought measure the wrong thing.
