It could also be a sign that he doesn’t like the litter. I have a cat who refuses to step in the box on the litter, preferring to walk along and stand on the edge to potty. But definitely go to the vet. If it’s not a UTI, try using something different, whether it be a different brand or different type.

Yeah, he already knows that you accept that he owns the litter boxes you clean (because you're the low-status mammal in the house.)
