Make sure he knows you "Like" him. He cannot read your mind and will continue to flirt with anyone untill he gets very clear direction. Clear would be setting a dinner date, not "I looked at him".

Psst... flirting is not an engagement ring. Some people flirt with everyone. Some people come off as flirty because they are outgoing and nice and it's not actually flirting. Use your words.
