As long as he raised you, took care of you when you were sick, protected you when you were scared, and did all the other thing a father is suppose to then he is your DAD.

Yeah but I can imagine it still hurts being lied to for that long. and it's common to want to know your biological parent too. She's also rubbing salt in the wound by expecting them to keep the horrid secret

Regardless of the one that raised them being their "real" father. It might be a good idea to find out who their biological father is for health and genealogical reasons. Certain conditions could run in their family and some people like to look into their ancestry. Their biological father might not even know. You can't raise your kid if you don't know they even exist. It sounds like the mom cheated and likely didn't tell either of them.

I learned my dad wasn't my biological father when I was nine. The way I see it, my real dad is the one who raised me, loved me, contributed to my values, gave me my siblings while treating me no differently and bothered to be around. I don't know your mother, but I wouldn't rule out the possibility of her just drunkenly trying to stir the pot or intentionally inflicting psychological harm. You need to have a sit down with your mother for a serious talk and you have to consider if transparency is worth potentially destroying your parents' marriage. If it does turn out to be true, the only reasons to find this person are family medical history and curiosity- never expect to be able to track down this person and build a relationship with him that is like the one you have with your father.
