Today, I started college. The building has four floors and steep steps. I have a heart condition which makes it very difficult for me to go up the stairs without being heavily out of breath.. All my classes are on the fourth floor... The school days I'm "not eligible" for the elevator... FML

Really? I think a heart condition is a valid reason to use the elevator. First, I would ask them for the specific reason on why you're "not eligible." Then I would talk to your doctor and get a note or have them call the school. If you have a legitimate disability and condition, and a doctor says you need accommodations, the school usually has to comply.

Time to fight them on it. Contact with the school's disability services. They can't really tell you no as they are subject to the Americans with Disabilities Act that bars them from discriminating against you for a documented disability. That includes access to a reasonable accommodation for your condition, such as the use of the elevator.

For a country stereotyped as being ridiculously "nice" and polite, Canada has a pretty shitty country-wide support system for their citizens that have disabilities. That said, if you haven't done so already, it may still be worth being a letter of limitations from a cardiologist to the disability counselor and/or then to the vice dean if they don't do anything or don't exist. Even take it to the dean himself if necessary. If you can't get any progress, see if out can get your tuition money back and unenroll because education isn't worth dying of a heart attack.
