Children should never expect anything from inheritance. It's not your money and you are fortunate if any of it falls in your lap. We don't know about how your family is doing. Your brother could be an r-word, and inheritance is his only prospect of survival.
There really needs to be more information here. Depending on the age of mom and children, the brother very well could be caring for mom and the property. If that is the case, the change of inheritance makes sense.
If your brother was doing all the maintenance, (all the fix-it regarding the basics of the house. Basic plumbing, outside maintenance including cleaning and possible repairing the gutters and minor plumbing needs such as unclogging a toilet), tech support (television, internet, printer, etc…), cooking, cleaning, laundry, gardening and taking care of your mom (helping her if she breaks something, possible helping with baths, getting her Walker if she needed one, for free then he was not living there rent free.
