Accidents that happen on company property but when an employee is entering or leaving the premise- and thus, not actively "working" are under a really legally gray area. Businesses CAN count it as workers comp (my mother fell in a similar situation and was extorted into making it a worker comp case instead of a personal injury due to negligence case, as an example) but some won't. As far as I know, there aren't any hard rules about situations like this.
Get some vacations in Europe or South America and get them fixed there. It's cheaper.
I'm not even surprised. Dental health is such an inflated industry, and the insurance companies are so stingy.
