That... Sounds like a error. Unless you've received documents in regards to your CS payments being sent to her and then she should have to be the main caretaker for your daughter, which doesn't sound like the case. I'd go to the nearest government office branch dedicated to family and children, whatever the name is. If she actually spends the money, and she isn't legally supposed to get it, I believe it could count as fraud.
