I have a relative that works in a home for special needs and there's a lady there that can't take care of herself as well as one should, but she still has a boyfriend and makes her own decisions

Dpeending on the severity of the disability individuals with special needs can have, and raise the baby with external supports. but being the one to inform them? very difficult job to do OP.
