And I'm sure they figured out a way to keep the rocks from sliding around. And they could just glue the flap of the box back down.

Also, I'm pretty sure some adhesives are good enough to close the box to make it look realistic enough.
I feel bad for the poster, but this is why you shouldn't buy in bulk, and always check your stock.

(0)Thinking through this, it's entirely possible.
Like someone else pointed out, if you left the trays in, slipping rocks in a few of them, not all, would give you basically the same weight as cookies would, and if you distributed them right, they'd feel just like a box of cookies.
And it's incredibly easy to reseal a box of cookies. It's not like there is shrinkwrap on the outside, or anything you have to tear, just one flap to work free of the glue. You could very easily re-glue the flap to the box and make it look perfectly fine.
Besides, who would think to sit there and examine a box of cookies they just bought from an adorable, innocent-looking little girl?

1. Small lightweight rocks can be distributed in the tray to feel the same as a box of cookies. And I'm sure they had a real box and a scale for comparison.
2. Girl scouts (and scouts in general) have earned an honest reputation...you'd have to be pretty paranoid if the first thing you think of is to check the box after you buy it.
3. With the right technique and adhesive, you can reseal a container without anyone being the wiser.
4. She was WITH her mother, making the situation even less likely to appear bogus (her mom most likely orchestrated the whole thing).
5. Expecting the OP to be able to scrutinize the outfit to know if the scout was fake? Come on! If you've been around them or have been one yourself...maybe.
Either way, it's really screwed up.

(0)I guarantee you that girl was not a Girl Scout. I'm a lifelong member, and no troop would ever stand behind that. If that girl was in fact a Girl Scout, then she and her mother need to be reported to your local Girl Scout council, because they will not be allowed to retain membership for that.
