Isn't there some sort of law that says you can't work (or go to school for that matter) if it is below (or above) a certain temperature? Or if the heating is broken?

My only thought is: if it was cold enough for OP to shiver that terribly, wouldn't they have a coat or jacket? If it's that cold, I'd be wearing a coat if I was outside for even a few minutes while walking from my car to my work.
